Lax codes cited in Russia blaze that killed 107

President Dmitry Medvedev on Saturday demanded that Russia tighten its notoriously lax fire codes after the deadliest blaze since the Soviet era killed at least 107 people celebrating in a nightclub with a decorative twig ceiling and single exit.

About 130 people were injured, dozens critically, when onstage fireworks set the ceiling of the Lame Horse nightclub ablaze soon after midnight, witnesses and officials said. Many victims were trapped in a panicked crush for the exit as they attempted to escape the flames and thick black smoke.

Authorities quickly arrested two registered co-owners of the club, its managing director, and two other suspects. One other suspect was injured in the fire and remains in critical condition.

Officials said club managers had ignored repeated demands from authorities to change the interior to comply with fire safety standards. Emergency Situations Minister Sergei Shoigu told Medvedev by videoconference from Perm that the club managers violated the law by running the fireworks display that triggered the fire.

Man accused of aiding in Wash. police killing

A suspect accused of helping Maurice Clemmons flee after the gunman massacred four suburban police officers could face trial as an accomplice to murder — a crime that might bring the same penalties as if he had pulled the trigger himself.

Darcus Allen, 38, pleaded not guilty and was ordered held without bail Wednesday after he was charged with being a fugitive. The prosecution is reviewing evidence to determine if any additional charges will be filed, including criminal assistance charges.

Investigators said Allen, who did time with Clemmons in an Arkansas prison, was the first among a network of friends and relatives who helped Clemmons avoid police during a frantic two-day manhunt that began when Clemmons walked into the Forza coffee house Sunday morning and shot to death four Lakewood police officers.

Prosecutors warned they might charge him with the more serious offense of being an accomplice to aggravated first-degree murder. Such a charge could make him liable to the same penalties as the shooter — life without release, or execution.

‘Concerns’ over social care in eight areas of England

Eight local authorities in England have been told they must urgently improve their social care services for adults.

The Care Quality Commission found overall improvement, with 95% of councils in the top two categories.

But its annual report rated one in four care homes for the elderly as being adequate at best and found large variations in areas and providers.

Poole, Cornwall, Solihull, Surrey, South Tyneside, Southwark, Peterborough and Bromley are to get extra support.

The report covers independent providers of care services as well as an assessment of England’s 148 local authorities.

Nato makes ’substantial’ troop pledge for Afghanistan

Nato’s secretary general has said members will do “substantially more” to contribute to the fight against al-Qaeda and the Taliban in Afghanistan.

Anders Fogh Rasmussen said non-US Nato countries would provide at least 5,000 extra troops, and “probably a few thousand on top of that”.

His pledge came as President Barack Obama said he would increase US forces in Afghanistan by 30,000 - to 100,000.

Mr Rasmussen said Nato troops would remain there “as long as it takes”.

“In 2010, the non-US members of this mission will send at least 5,000 soldiers and probably a few thousand on top of that,” Mr Rasmussen said, clarifying that this number was in addition to the more than 38,000 already there.
